counter steering is the same on any 2 wheeled vehicle...bicycle cruiser, sport, moped.....

What riceburner posted is correct. The only difference is the way they will react/handle given the circumstances under which you are riding.
ie; fast and and agressive, cruiser vs sportbike.
Most bikes will respond quite well to the initial input, its afterwards that things can interesting

Counter steering is more related to a method of steering. In as much, it has a certain effect on different bikes regardless of corner clearance.
Counter steering can be done in a straight line to avoid an object in your path, while never intending to induce any sort of steep lean angle.
In this regard, a cruiser would respond to the initial input, but would behave most akwardly after that.
